Surrey's Ollie Pope, who was initially selected for Sri Lanka but left early to get game time with the second-tier Lions side, missed out while Joe Denly, who sat out in the 3-0 win against Sri Lanka, will travel as a batting cover for the Test series.
Jason Roy also missed out on maiden Test call despite speculations.
Ben Foakes, who was only added as a cover for injured Jonny Bairstow in Sri Lanka, retained his spot after earning player-of-the-series award.
